As telecommunications are not deemed to be essential requirements for modern life and also accepting that there is a multitude of ways of communicating with people throughout the Empire and the World which are free from regulatory constraints, the Government will de-regulate the telephone service providers in order to allow them to compete freely between themselves on both price and service provision.
