As a part of any future Public Transporation system, there shall be included a system designed to pick up and transport any Person unable to safely operate a motor vechical. Futher, any person making use of this system shall be exempt from prosicution that migh apply to the state of inability, provided the Person breaks no other laws nor proves a danger in the process. |
