Crossdressing shows bad, immoral example for children & youngsters, shadows the natural partition between two sexes and also deceits public officials such as police in their work. The loss of rare, unnecessary civil right is better than accepting the mentioned negatives of it. The bill would only concern the extreme cases of dressing, not about basic dressing like women using jeans etc.
