Messagemaybe you don't have any proposals? But the proposal option should be on the bill page, near the bottom, under the:

"Adding a new proposal"

section.

Hunt around, you should at least be able to find the message:

"Sorry, your proposal quota is empty. You will have to wait one or more month before being able to introduce proposals."
