Considering the power that is placed in the hands of our political representatives and the direct employees of the government it is essential that these individuals be and are shown to be honest and reliable.
For this reason it is proposed that certain of the rights to privacy and rights of employment of individuals shall be suspended with regards to these individuals for the period of time in which they serve the nation.

For the puposes of this law a senior civil servant is one that has the power to take decisions that affect the use of public resources.

1. Exclusivity of Interests
No employee of the government or elected representative of the people shall hold any position, paid or othewrwise with any private company for the duration of their term of office or public employment.

2. Criminal History Disclosure
Whilst past criminal convictions shall not disqualify individuals from public service unless specifically so disqualified in law, all past criminal convictions of public servants shall be a matter of public record.

3. Financial Record Disclosure
All elected representatives and senior public officials shall disclose all of their financial records covering a period starting ten (10) years prior to their election through to the present day to the public auditors. Failure to so disclose or to fully disclose shall be considered treasonable and is subject to the penalties for treason.

4. Patrimony Disclosure
All elected representatives and senior public servants shall make an annual declaration of their patrimony. If there is any increase in patrimony that is inconsistant with their financial disclosure audit this shall be considered evidence of deceit and lack of full disclosure.

5. Gifts
Elected representativces and senior public servants are not permitted to accept gifts with a value of grerater than 50 Lodamun dollars from any source that is not connected personally with them as an individual rather than as a public employee. Gifts of greater value received from family or friends have to be declared in their financial records. (The value need not be declared, but the item must be to allow the cross checking of patrimony to finance.)


6. Remuneration
No law varying the compensation for the services of the elected representatives shall take effect until an election of these representatives shall have intervened.

MessageThe national anthem proposal, as attached, is irrelevant.

The anti-corruption bill without it is quite sufficient. By attaching the proposal it suggests there is unanimous support for a constitutional amendment, which is not the case. There is unanimous support for an anti-corruption bill, nothing more.

MessageThe ammendment to the national anthem was made specifically to write this anti corruption measure into our constitution. There appears to be almost unanimous support for this as a constitutional measure. ((I believe that the same strategy has been used previously to enshrine items as constitutional which the game mechanics do not hold as such. In fact I fell foul of this as you may remember, although that was corrected.))

MessageWe understand the purpose of attaching the proposal but disagree with the need to protect the principles of the bill by enshrining it in the constitution. No one is likely to move a pro-corruption bill so this sets a dangerous precedent.

Under the same pretext it would be valid to move an "Abolition of Deep-frying Newborn Babies Bill" and attach a meaningless constitutional amendment to it. The content of the bill is a no-brainer - but the power lies in the approval the proposing party gets in achieving a constitutional bill with unanimous support.

MessageThis bill was motivated by the attacks made on the libertarian parties by certain of the left wing parties duribng the Government Expense Reduction Bill debate. As such it is not equivalent of you moving an "Abolition of Deep-frying Newborn Babies Bill" unless some party has accused you of Deep-frying newborn babies. If they had, then you would be justified in moving such a bill.

There is a perception here, and in many places, that the libertarian cause is tied to the pockets of business. This bill is intended to explicitly break that perception here. It is also a preemptive measure for handling corruption when the economy is added.

If you would like a suggestion, we will need some kind of ruling on party funding when the economy comes into play. If we have a pre-agreed position, then this will make the transition a little smoother.
