| " As you are all aware, this revolution owes much to the hard work and courage of the Artanian Greyshirts who have put themselves out above and beyond the call of duty. They have restored order and protected the Kaisers revolution in places where the Army and Police had little control. However, many of our ranks are concerned that once the restoration is complete they will simply be abandoned. I must addres their grievences. Article IV = In many, in fact most, towns and cities the Police department has been uncooperative and in some cases has worked counter to the Governments (and by its very nature, the people's) orders and wishes. This is simply because the local police departments are staffed with NRU loyalists and the old Capitalist bourgeosie elites. As a result we believe, in order to stop a counter revolution at grassroot levels, the Rutanian Federal Police department should be abolished with immediate effect and replaced by the following system; "Gesamt Reichs-Polizei" : This will comprise of the Following; Kriminell Polizei (Kripo) : This will deal with common petty thieving and normal-domain criminal activity. Politisch Polizei (Polpo) : This will deal with cases involving attacks on the current revolution and will most likely be temporary. Zustand Polizei (Zupo) : This is the state police and will act as the "secret police". Volks Polizei (Volkpo) : Street operation police to provide local policing needs (Bobby's on the beat) The Greyshirts demand that they act as the footsoldiers for the Volkpo and Polpo. They will be formed into the "National Revolutionary Bodyguard" (Reichs Revolutionär Leibwächter - RRL) . This is the alternative to them being merged with the Army. Article III = Obviously it is desirable to have the military help the new Police force in its operations Article II/I = In the name of national security."
