Message | We strongly believe in a deterrent, but they key is, a *deterrent*, such that we are willing to use WMD's if we are attacked. We, however, feel that Likatonia should not use WMD's in an offensive war, and most likely should not engage in an offensive war; and agreeing not to do so will prevent pre-emptive strikes, as people would know that the only way we would use WMD's is if we are struck. For years pacifistic parties held a large number of seats in the Convocation, and we kept trying-- sometimes with success, sometimes with failure-- to prevent their disarming us of our WMD's. We feel we should have them and should be willing to use them if invaded. We feel, however, that we should not effectively threaten to invade nations that have not attacked us, and that threat is made when offensive use is allowed by law. |

Message | Ah - we understand where the PLPL is coming from. We had misjudged your position, for which we apologise. However, we see certain inherent flaws in the argument the PLPL makes. The clauses on WMD legislation are a little TOO specific - WMD's can only be used in retaliation to WMD... can only be used in case of invasion, etc etc. However - what if we envision ourselves as close allies of Valruzia (crazier things have happened), and we see a disarmed Valruzia being occupied by a heavy military force of oppression? Shouldn't we be able to employ our deterrent to defend an ally? What if we have a peace-keeping force in Lodamun, and Deltaria says they are going to turn Lodamun to glass with nuclear carpet-bombing? Shouldn't we be allowed to protect Likatonians overseas? What if a foreign power sponsor a junta to overthrow the legitimate Convocation of Likatonia? Shouldn't we be able to employ our deterrent against non-corporeal attacks? |

Message | The AMR makes some points that the PLPL had not previously considered. We may wish to allow use of nuclear weapons in any circumstances to stay on the books, so as to be able to defend allies. We will caucus on it. |

Message | The PLPL has our thanks, for being willing to listen to our reasoning. Regardless of which way the internal processes of the PLPL machine lead the party to vote, we thank them for taking time to consider the matter. We would rather have a convinced opponent in an issue, than a half-hearted ally. |
