Whereas, As long as we have publically owned defense industries, we find the prohibition of foreign investment, frankly, silly.

However, as with the legislation prohibiting missionaries, the legislation to allow it was always offered only in bills that had other provisions others would oppose.

We hope that in a clean vote we can gain approval for foreign investments in national companies, although not the attainment of a majority share.
