This is a constitutional ammendment and so will take 2/3rds to change...

We recognise that the Reichsfürsten are servants of the Kaiser and as such believe they are only accountable for their actions to the Kaiser. Thus, the Reichsfürsten do not need to be accountable to the Reichstag and are free to rule as they wish. The Reichstag will become an advisory body, and its legislation does not have to be acknowledged by the Reichsfürsten.
