Bill: Axis Mundi Revolution Agenda - Electoral Reform
Details
Submitted by[?]: Commonwealth Workers Army
Status[?]: defeated
Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.
Voting deadline: August 2366
Description[?]:
As stages inour agenda to reform the electoral and administrative process: 1 - All legitmate voters should be issued with 'voter registrations', which they should constantly be required to carry. This will enable us to crack down on election fraud. 2 - We should remove the local 'popularity contests' that currently elect mayors. Such processes are usually nothing more than nepotism. Instead, each administrative body should offer local advice to the Head of State, who should consider their input when appointing local officers. 3 - We recommend shortening the electoral term to 3 years. Greater turnover should equate to better adaptability of representation. 4 - We recommend we employ a 666 seat convocation. It divides easily into halves, and into thirds - making 'majority' and 'supermajority' calculations simple. |

Message | OOC: Regarding the electoral year, it is currently set so that elections occur at regular weekly intervals, and timed for late Saturday. This was the result of a discussion held here http://80.237.164.51/particracy/main/viewbill.php?billid=96044 We are happy to discuss, however it seems to currently work quite well. As for the other points, I'll come to them IC when I have chance :-) |

Message | OOC: I like the idea and I get the rationale - although, of course, the time is kind of in the middle of nowehere for me. :-) On the other hand, I haven't paid any really serious thought to my electoral agenda actually getting the supermajority it would require to pass. |

Message | We oppose shortening the term on its merits. The shorter the term, the more the entire term is political positioning more than making policy. We'd love to see elections one tick (OOC: four hours) early some time, as that makes it less in the middle of the night for us (OOC: although we usually stay up that late weekend nights anyway). And, if this time is a bad time for some parties, we'd consider changing it as well. But, we will vote against shortening the term length. We also aren't big fans of the other articles. Huge legislatures are sort of ridiculous...we kind of liked the 399 idea but it's as high as we'd go. We believe that some change in mayoral election may be in order, but more likely that councils elect the mayors from among them, meaning a mayor would reflect the "center" of the city council. And we oppose the inconvenience of forcing the carrying of ID's at all times. We believe that in some high-risk areas it is appropriate, but not at all times. |

Random fact: It is not allowed to call more than 5 elections in 5 game years in a nation. The default sanction for a player persisting in the early election tactic will be a seat reset. |
