We hereby propose to alter the conditions of gaining nationality and citizenship, such that: 1) All *legal immigrants* (only *legal* immigrants) may claim nationality, automatically, but 2) That any immigrant must pass a test to gain citizenship, one which is fairly rigorous and is only offered in our native language, and must be answered as such. Those born to Likatonian parents need not pass such a test for citizenship rights. |

Proposed: Citizenship is gained by passing a qualifying exam.

Old value:: Only those born in this country or to nationals receive nationality.
Current: Anyone receives nationality but immigrants must pass a test to gain nationality.
Proposed: Anyone is able to claim nationality.

Message | We have many problems with this idea - not least being the idea that someone is automatically entitled to citizenship by accident of birth, while others have to actually 'do something' for it. |

Message | To be fair, it would have to be accidents at more than one birth. If both parents are Likaton, then either they have taken the test, or can trace their lineage back at least one generation. The LITP do not necessarily approve of the exact detail, but as the Bill was not left at debate long enough for us to suggest amendments, we are forced to support, for now. |
