Message | We would rather see a more inclusive option for Article 2, in allowing both private and public sectors to create gated communities. (Of course, ideally, we would see only public sector gated communities, since the AMR holds to the idea that all housing should be public sector). |

Message | We have a reason for allowing only local governments to impose curfews, and that being that only the national government can declare the state of emergency. We could possibly support that article in a spirit of compromise with language (which is, in fact, binding) that allowed only local governments to declare the state of emergency. The idea is to prevent tyranny by allowing the same government to both declare the state of emergency and impose the curfew. We also required a court order for curfews over 2 weeks, for the same reason. As to Article 2, we definitely believe in a national police force, but fail to see the logic of disallowing local governments from having local police as well. |
