We don't need to force our citizens to carry ID cards all the time. It's an affront to their dignity. Let's keep them used solely to gain the advantages of citizenship.

Messagewell, i think this is not good. Imagine that an incident happened in a specific region. the duty of the security forces is to be at the incident's perimeter and to ask each person's id.

MessageBut under current legislation only Citizens would be carrying ID. Bearing in mind that we are Empire in which Citizenship has to be EARNED this would leave a lot of people without ID cards (and they would also be the most likely culprits).
