Whereas, Current policy allows for legal immigration within set quotas but makes no allowance for those immigrants to become Likatonian nationals, but

Whereas, Our bill to remedy that was lost due to a debate over a citizenship provision,

We hereby propose to simply state that legal immigrants automatically become nationals, leaving the citizenship debate out of this bill.
