| This bill gives citizenship to those most able to use that privilege wisely to help the lower classes better themselves. It also mildly eases restrictions on nationality. It is our view that those born in this country should be given the chance to serve it patriotically. |

Old value:: Only those born to nationals become nationals.
Current: Anyone receives nationality but immigrants must pass a test to gain nationality.
