Description[?]:

The role of the Head of State, as directly elected by the people, should be as a facilitator of government. As such we suggest that only the Head of State should be able to appoint the ministers who will support this nation in its governmental duties, to avoid conflict, and to promote inter party harmony.

Allowing each party to propose a cabinet if they so wish - that would be more democratic then that.

The idea behind a democracy is to have as many different opinions as possible all dictating the nation's policies, not to have one or two parties with roughly the same ideology holding a monopoly over the Convocation.

In other words, we don't need to give the HoS any more power then it already has, and allowing everyone to propose a cabinet is certainly one act of making sure one party does not spread a monopoly of power over the others, so that no small parties can rise.

No - what you describe is 'anarchy'. Mob rule is not the same as democratic process.

By allowing the Head of State to propose a cabinet, one allows the representative who was directly picked by The People, to choose those other representatives that (in his or her professional opinion) would best be able to perform the tasks of a Cabinet.

If you look at the current situation, the Head of State already has the ability to shape a cabinet - since the Head of State is automatically IN every cabinet proposal, and thus - has a veto. All this proposal does, is fasttrack that situation.

Right now the HoS has more power than this gives him. This would open the door for something I would then support- of making the HoS and HoG two separate officials.

We did not know that when we made the HoS also HoG that this gave him veto power over the cabinet. Apparently, however, it does. We would otherwise be fine with the status quo in which HoS was HoG but anyone could propose a cabinet and the HoS/HoG might disapprove of it.

So, the only possibilities would be to pass this proposal, continue with the HoS having both automatic HoG status and veto power over cabinets, or make the HoS a figurehead with no power whatsoever.

Of the two non-figurehead possiblities, this gives the HoS *less* power.

All that said, we won't be overly dissatisfied if this fails to pass, as it appears we will not regain the HoS position in the near future.
