A worthy attempt, but no thank you.

MessageI'm afraid we'll have to respectfully disagree as well. We want the head of state made stronger, not weakened.

MessageBut i mean the situation that was before (symbolic head of state), and lasted decades and was accepted by many and the situation now (presidential system) are 180 degree opposite. So why not to accept a middle solution, who will strengthen our institutions and will enhance the democratical process in the country: In one hand it is good that the head of state be elected by people, but if so logically, he should be the one proposing cabinets, so this will kill the role of the imperial council. By making a semi presidential system, both head of state and council will have a big role in the executive, and so the voice of people will be heard twice.

MessageHow can you have a 'Holy Luthori Emperor's Chancellor' if there is no Holy Luthori Emperor?

Messageand here in this system, is Bertrand de Vieuzac the emperor?
If yes than damn this emperor.
But he isint, so their is no difference. Because Richard the Lionheart is crusading in Agathion. We can't live without emperor waiting for him like jews wait for their messiah or shias waiting for their twelveth imam.

MessageExactly - de Vieuzac is from a party that's nowhere near having a parliamentary majority, and which barely bothers getting involved in any debates. Imagine him as Emperor!

MessageYes, but having separate officials in a semi-presidential system effectively replaces the Emperor. We only have one elected official in the current system because the other office is that of the Holy Luthori Emperor himself.

MessageThis is the thing: we should never confuse between the Emperor and the HoS. Bertrand de Vieuzac is not the Emperor. So basically the win of the RBP showed clearly the disadvantages of the presidential system: He could do whatever he wants, he has all the executive under his hands. So again the best thing is to put two officers HoS and HoG, as viceroy and chancellor, and while having this system, we do wait and try to search for a new Emperor to represent the symbol of this country and to be above all elections and criticism. Again, all the parties, vote for this bill and let us try to ma ke our Holy Empire a good democracy.

MessageWe urge our Imperials allies to rethink about their vote: This bill isint in any kind directed against them, because now you have the HoS, but maybe tomorrow Bertrand may return, and we won't have anything. Also, between today (presidential system with parties proposing cabinets), and with the semi presidential system, there is not much difference.
