This is no disease, it is the INSIDIOUS and TERRIBLE MIXTURE of LIBERALISM AND MILITARISM, espoused by the evil REPUBLIC OF DORVIK and its ALLIES. THIS PESTILLENCE THREATENS the very EXISTENCE of the STATE OF SOLENTIA and its GLORIOUS PEOPLE. TO THIS END, the STATE of SOLENTIA RESOLVES to ENACT THIS STATE OF CRISIS TO PROTECT, DEFEND, and SAFEGUARD the PEOPLE OF SOLENTIA *_*_*_*_*_*_*_*_*_*_*_*_*_*_*_*_*_*_*_*_*_*_*_*_*_*_* ~~~~~~ STATEMENT OF LEGITIMACY: In accordance with ARTICLE III, SECTION C, HEADING 1 of the PANTERRAN IMPERIAL CONSTITUTION OF SOLENTIA, ARCHON IMPERATOR DEUS issues the following DECLARATION. ~~~~~~ A. A STATE OF CRISIS IS HEREBY DECLARED IN SOLENTIA 1. All industries except those related to civil defense, military production, and essential services shall be closed. B. IN ADDITION, the various LAW ENFORCEMENT AGENCIES of SOLENTIA are granted the following mandates and powers: 1. To use all necessary means and force to preserve unity and solidarity in Solentia. 2. To use all necessary means and force to prevent subterfuge and subversion by enemies of the state, foreign and domestic. 3. To use all necessary means and force to preserve the rule of law in Solentia. C. EXPIRATION of the STATE OF CRISIS 1.
