Whereas capital punishment is a fitting punishment and an excellent bargaining tool for the prosecution:

Article 1: By way of national law, the death penalty is hereby enacted in the Democratic Republic of Aloria;

Article 2: By way of national law, the death penalty is to be reserve for those convicted of the following acts of violence: a) First-degree (premeditated) homicide OR b) Second-degree murder with at least one (1) additional offense conviction, including: rape, robbery, assault, intent to kill, act of terrorism resulting in death, or second conviction for second-degree homicide;

Article 3: Under national law, the sentence will be carried out by local governments but must include a choice for method of execution to be chosen by the convicted. The default method of execution will be lethal injection. The only other forms of execution that may be legally chosen are: a) Hanging or b) Firing squad. All other methods shall be deemed illegal;

Article 4: Under national law, death sentences will automatically receive one (1) appeal;

Article 5: Under national law, all death sentences must be carried-out within no more than ten (10) years from the original date of sentencing;

Article 6: Under national law, no individual may be executed for a crime without first having the right to a trial. Said fair trial must include a defense attorney provided by the state at no-cost, if the accused cannot afford one;

Article 7: This bill will take immediate effect upon passage.
