We are all our brother's keeper: society has a responsibility to its least fortunate members, the ones living in poverty.

To ensure that no one will suffer too much from the effects of poverty and unemployment, the government hereby establishes a guaranteed national minimum income. Initally set at 18% below the poverty level, this guaranteed income will ensure that no one starves or goes without shelter and clothing. It will not allow anyone to live in luxury, but it will ensure that all people may live.

Anyone earning less than the guaranteed minimum national income will have their wages topped up by the government to the minimum. This amount will be funded through an increase in the rate at which corporate profits are taxed. The profits of corporations are made from the people, and corporations have a duty to give back to the people.
