Bill: Integration Act

Details

Submitted by[?]: Party of Moderates

Status[?]: passed

Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: June 2382

Description[?]:

Currently, our system of allowing immigrants to become nationals includes only sending a certificate to them even if they are running around screaming "REVOLUTION" since, according to the current system, ANYONE can claim citizenship. This bill's purpose is to make sure that there are some base conditions before you can claim citizenship.

Legislature resolution:

Article 1: All immigrants hoping to claim citizenship must send a letter of intent to a citizenship committee before being declared a citizen at the disgression of the committee. The letter must be written in the Aldegarian writing system, and the immigrant must be able to speak Aldegarian language somewhat fluently.

Artlie 2: All immigrants hoping to claim citizenship must pass an exam that is to the standards of a basic civics lesson. Basic information such as current leaders and parties, founding fathers, founding history, and government works will be part of the curriculum. Classes for the lesson will be provided by the government. Private establishments may also provide classes, however, they will be held to the same standards as government provided classes.

MessageWhy? Without this, someone can simply fly into this country and claim they're a citizen. Maybe we should make that a slogan for the tourist industry. COME ONE AND ALL TO ALDEGAR'S BEACHES AND GAIN CITIZENSHIP FREE!

MessageWe interpret this law as simply stating that citizenship is accessible to all nationals, regardless where they come from.

We will be opposing all kinds of legislative barriers, but we do propose that better measures are defined. An exam is not a good measure, we will be much happier with a letter of intent being submitted to the citizenship commission. The comission may then decide whether to accept or not. We do not believe in exams because we do not believe that just being able to pass a simple test is not enough to automaticaly prove one is a honourable citizen. But stating one's motivation and wishes is far better.

We propose this being incorporated into the original text of the bill.

MessageWell, since there is an option saying you can restrict who can become a citizen based on race, former nationality, etc., we don't think the "citizenship is granted to all nationals" refers to selectively choosing who can come based on those factors. However, your idea of a letter of intent being sent to the citizenship committee is a good idea. Would you accept there being that and a test that includes everything that you'd find in a 6th grade civics test.?

MessagePerhaps it is beter to state in the resolution that the letter of motivation is replacing the test.

OOC: you are aware, of course that we do not know even slightly what civics 6th grade means? we have to steer clear of any localised or real world examples precisely because of that. Please reprhase the resolution.

MessageWell, we still feel that some basic test is necesary. We can compromise on the materials tested upon, but it would be nice if our new citizens at least knew who was in charge and things like that.

At any rate, we also updated the resolution.

MessageWhy exactly is anyone opposed to this? Do you want anybody who is just running around to be able to scream that they are citizens? The decline of this bill seems to show insanity.

MessageDoes the SD want anarchy? Does the S.C.A.F.R want anarchy? Do these parties support terrorism? Do these parties support radical violent enclaves?
If any party opposes this bill then that's essentially what they are implying. The TCP sees NO substantial reason to object to this bill. It is not racist, it is not xenophobic, and for God's sake, it is NOT infringing on anybodies human rights! It is SIMPLY an attempt to ensure that all immigrants have the knowledge and the ability to adopt our nation's language and our values and our ways of life. Is that too much to ask? If we let them into this country, is it too much to ask that they pass a simple test to check that they can at least speak our language well enough to converse with other citizens of this nation? This test is as much a protection of the immigrant as it is a protection of this nation's values - how does the S.C.A.F.R propose that an immigrant who doesn't speak our language find a job? They won't even be able to get through the INTERVIEW if they don't speak Aldegarian! It's a simple matter of ensuring that all legal immigrants in this country can be properly intergrated. That's not too much to ask, and opposing this bill shows the inherant lack of common sense and logic and sound reasoning in the secular progressive leftist parties of this nation.
