Bill: Executive-Cabinet Relations Plan

Details

Submitted by[?]: Liberal Democratic Party

Status[?]: passed

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: September 2379

Description[?]:

As promised during the 2378 Race for Supreme Governor, Gregory Bieler has implemented a new plan dealing with furthered relations with the Cabinet Ministry Ministers. The Executive-Cabinet Relations Plan must be approved by the Supreme Council with 2/3 vote. However, seeing how the "Consicence Party" and the Jakanian Citizens' Party have not been present for a deal of time, this bill will require at least 200 votes to pass and be put into effect instead.

Executive-Cabinet Relations Plan
Proposed By: Liberal Democratic Supreme Governor Gregory Bieler
Introduction Explanation:
This Plan would set up increased relations between the Prime Minister (on behalf of the Supreme Governor) and the Cabinet Ministry Ministers. Ministers would have to give reports on what they are currently doing to improve the nation's standing in its twelve divisions of the Cabinet.

Section I: Prime Minister

Article 1) A Councilman on behalf of the Prime Minister will set up a debate where the Prime Minister can frequently meet with the Ministry Ministers. This debate will be controlled in terms of meeting process by the Prime Minister and decisions regarding the function of the plan will be left to him/her.

Article 2) The Prime Minister has the right to direct the meeting in the way he/she sees fit. The meeting's order will be set by the Prime Minister. If the Prime Minister requires a report of a Minister, the Minister must comply within a years time of the date.

Article 3) The Prime Minister has the right to request a report from every Minister. A Minister may not refuse this unless they appeal to the Prime Minister. If so, the Prime Minister will excuse them if he/she agrees with the situation.

Section II: Ministry Ministers

Article 1) Ministers must comply with the Prime Minister when asked for a report on their division.

Article 2) Ministers may appeal to be excused from giving a report on their divisions status.

Article 3) Ministers may hold a vote to inactivate the Executive-Cabinet Relations Plan.

Section III: Legality

Article 1) This Resolution requires 200 votes from the Supreme Council.

Article 2) This Resolution will remain active only as long as the current Admnistration remains in power.

Article 3) This Resolution will take effect when passed and will remain as binding law until the Resolution dies and expires and requires reintroduction into the Supreme Council.

MessageIf there are specific disagreements that any parties have, please let me know rather than saying you oppose the whole thing because there is one thing you don't like. I am willing to amend this in a few ways for a negotiated vote.

MessageRegarding section one article three, I have a question. Now are the appeals only for OOC reasons, such as prior engagments and we say them when we appeal as an OOC reason, or when we say them, do we need to make up an IC reason?

MessageAs a suggestion, we might propose that these tasks be carried out by the Head of Government rather than the Head of State. We've always seen the Supreme Governor more as a figurehead, and while that's not to say we believe he shouldn't have any powers, we don't feel he should extend his influence over the cabinet.

MessageVery well, that will be changed. However the point was to ensure the Supreme Governor was keeping the government active. But with this change, the Prime Minister may report to the Supreme Governor on what is going on.

MessageTo U.D.J.: The report has to be IC, not OOC. It was made more for if you have no roleplaying and can't think of report to give.
