The civil rights and their regulations are the main symbol of maturity, modernity, cultural progress and social development of a country. We must assume the responsibility to prescribed with a great legislative action a reform of the civil rights, that it opens to new and better the quality of the life of our citizens.
We cannot forget the importance of the social security of the comunity , that it will have to be founded just on the respect of the freedoms characterizes them of the persons and their social duties.
