MessageWell, because the State has a duty of care over children who are in their care... to palm of children to any which joe blogs off the street will increase legal liability claims in the future. The State needs to know whether the children are going to be adequately looked after, do they not?

MessageIts to do with the best interests of the child... and the need to avoid certain situations (albeit rare) of abuse, neglect, and contact with drugs, alcohol, premature responsibilities (ie child forced to look after itself at a young age because of neglect), provision of adequate shelter, food and water, etc
