SHOULD THE MINISTER OF FOREIGN AFFAIRS FOR THE D.R.A., VINCENTO VANZETTI, AGREE TO THIS TREATY WITH THE AXIS MUNDI LIKATONIA ON BEHALF OF OUR NATION?

Preamble:

The aim of this treaty is to promote peace and mutual understanding as well as providing a framework for Terran-wide aid in the event of a crisis. The Axis Mundi Likatonia volunteers herself as a peace broker. A large union of peaceful nations will act as a deterrent to international acts of aggression.

This treaty shall be open to all nations not currently engaged in covert or overt military action against another.

Section One: Council Operations

1. This treaty will become active when ratified by at least three countries. This treaty will cease to be binding if the number of countries ratifying it drops below three.

2. A permanent council of foreign ministers from all countries that have ratified this treaty will control all admissions and actions of this organisation. The Likatonian representative will not vote unless there is a voting deadlock, in which case they will they will be permitted to use a casting vote. All issues are to be decided on by a simple majority vote. In the event of abstentions, the vote will still proceed or fail based on the number of votes cast.

3. Signatories to this Treaty will not engage in any hostile acts towards one another. Signatories will not incite other nations that are not members of this treaty to engage in hostile action against any member nations. (Exclusion: See Section 2 (3))

4. The council of this treaty, hereafter known as the “Collective Security Council” shall consist of one representative of each signatory nation.

5. All members of this treaty are considered to have equal voting rights and equal rights to express opinions within the “Collective Security Council”.

6. All nations have a right to withdraw from this treaty, however withdrawal during times of heightened tension with a view to avoiding obligations may result in economic actions against the withdrawing member by remaining members.

7. All members have the right to bring agenda items for discussion and vote.

Section Two: Military Co-Operation.

Military provisions shall only come into effect when a simple majority of signatory nations deem it necessary, after an official request has been made by the designated representative of a member nation. If the resolution is passed to assist the requesting nation the following military provisions immediately come into effect for all member nations.

1. Military forces from signatory nations will be given full transit rights and all reasonable assistance to move across the territory of any member state. This includes access to Airports, Seaports, Railway installations etc, both civilian and military. Local military commanders may commandeer rolling stock, aircraft, ships or other transport as necessary in order to move troops to the designated area.

2. Military forces of all member nations will be permitted to move without deliberate hindrance from any other member states.

3. In the event of a military response being formalized, no member state shall aid in any way the aggressor nation. No forms of Co-Operation shall be extended to the aggressor, including withdrawal of transit rights with a view to hindering allied forces assisting the member nation, expulsion of embassy staff and any bases, installations or troop bases that may assist the aggressor nation. Any member nation that gives aid in any form to the aggressor nation will be considered an aggressor nation and will also be considered a target for military acts by the Collective Security Council Military forces. Any nation assisting a hostile nation will be immediately expelled from the organisation unless a majority vote by members allows them to remain.

4. The state of war will end when a majority vote of council members passes a resolution to this end. Allied military units that are in countries other than their own shall be offered reasonable assistance to return to their home nations.
