This bill ensures a suitably sized armed force should war break out once more. Obviously should a war occur the conscripts would not be sent initially to the frontline without intensive training, and would serve a more home guard position. I can say from my 21 years as Defence Secretary that it is always a good thinig to keep a reserve up your sleeve.
