MessageR&D of drugs is important to advancing medical science and increasing survival rates from serious illnesses. New drugs could also allow members of society to work, socialise, etc. even while suffering from a disease which would otherwise stop them from doing so, so it also helps the economy.

MessageGovernment funds in R&D on the other hand is harmful to the general economy. Why? Because the government will fund only so many R&D's and other companies will suffer because they didn't get funded. Government crowds out businesses and thus society goes backwards, unemployment happens, businesses are closed, etc.
