(ooc: i've made up some facts here to add realism, and i think coral reefs around tropical islands is plausible enough. But if anyone objects then let me know.)

Whereas the islands of Bailon Province are home to a sensitive maritime ecosystem, including world-famous coral reefs which are bueautiful but fragile, and

Whereas many ships pass through the Bailon passage, and in many cases inflict damage upon the coral reefs, and

Whereas international law recongizes that the Bailon passage is within Beluzian territorial waters,

Resolved that the Beluzian Republic shall in the future charge an Coral Reef Protection Toll to all foreign ships passing through the waters of Bailon province. The income is to be used for environmental protection in the islands and other projects of benefit to the welfare of the Beluzian people.

Local fishing boats from Bailon, and all other Beluzian ships, are exempt from this toll since they already pay taxes to the government.

This law will affect the entire extent of coral reefs around the Bailon islands, even where this extends beyond our territorial waters.

MessageThe foreign countries are the problem. Until the Federated States of Rutania breaks this silence and explain their military build up we demand that Rutanian vessels are not allowed to enter Beluzian waters.
