Votes: This bill presents the formation of a cabinet. It requires more than half of the legislature to vote yes. Traditionally, parties in the proposal vote yes, others (the opposition) vote no. This bill will pass as soon as the required yes votes are in and all parties in the proposal have voted yes, or will be defeated if unsufficient votes are reached on the deadline.

This gives cabinet a chance to reshuffle itself without impeaching Julius Fel. Defense and justice swap places.

In the impeachment debate, ASP said:

"We can not accept that requirement. If the parties of the parliament wish Julius Fel as Commander in Chief, then they should be allowed to appoint him to that position.

(I can not vote yes to a proposal that impeaches Fel, can I? We are just going to have to let that proposal be wiped out by time. In the meantime propose a different cabinet, or even the same one without the impeachment clauses.)"

here you are. A chance for cabinet to reshuffle itself without Fel facing impeachment charges.
