The current attempts to regulate the pollution emittted by industry is failing badly in some regions: This is due to the public not being sufficiently aware of the government requirements and these requirements being too lax. If we are going to clean up our act we need it to be done voluntarily. SImply slapping a company with a fine of LOD 100,000 for dumping untreated water in our river system will not stop them from doing it if it saves them LOD101,000 or generates LOD 101,000 in increased revenue. Now we can set fines at a level to overcome the first problem, but the second is a matter of market share etc. The only true control on a company is held by its clients. Those that buy from it. If people stop buying products or services from a company it goes out of business. Thus the effective way of reducing pollution is to publicise tight guidelines and to require all companies to publish their waste output. This is far more effective than trying to regulate the system ourselves. |

Message | Ok, the numbers are out of the bill. The argument presented in the bill still stands though. @CNT To do that you have to publish the pollution prevention guidelines. If they are published, then there is no need to enforce them. They will be self enforcing if the public care, and if the public do not care we should not be spending their money on this. |
