MessageThey'll have to budget. They run like national government except on a smaller scale; therefore, if we can fund an entire system of higher education facilities, they can surely fund one or two per every medium to large municipality.

MessageSo much has been devolved recently to local governments that there is no way they can handle all their new responsibilites. Also, if one region of the country is doing poorly economically, it is the responsibility of the rest of our country to help it recover, and the only way we can do that is by running these programs on the national level. Otherwise, why have any national government at all?
