Research into renewable energy is a public good. Local governments will not spend money on this kind of research because their individual returns are minimal, and they can just use the innovations of other cities and states that do put money into it. Since everybody thinks this way, though, very little research ends up getting accomplished and little progress is made. Research and development of renewable energy is the perfect example of a good that should be funded by the national government because it just doesn't make economic sense for local governments to. All of Aloria will reap the benefits, too, in terms of cleaner air and water, a better environenment, and more energy independence.
