The right to organize unions is really a group right. Simply allowing individuals to join unions, especially with scab legislation as it stands presently, will produce unions that are unable to defend the rights of workers because employers can create disincentives to joining the union, and also, in the case of a strike, strategically pick off particular union members, bribing them to be scabs, and weakening the union.

Unions exist as part of their basic function, to provide collective bargaining. The beneficiaries of that collective bargaining include everybody that works for the firm, unionized or not - so there is a collective action problem that needs to be resolved.. Moreover, if many people are not members of the union, they will have little say in what the union does, making it representative only of a few radicals.
