While local governments are perfectly responsible, normal waste disposal can be done more efficiently by private industry, with special waste (ie waste which could pose a threat to public health) dealt with by a small, specialist government agency to ensure proper precautions are taken. |

Current: Private companies are responsible for disposing of their own waste. The government disposes of residential waste.
