Whereas Rutania has reserved the right to arms itself with nuclear, biological and chemical weapons, and Whereas these weapson of mass destruction pose a potential threat, Resolved that Rutanian vessles shall not be permitted entry into Beluzian territorial waters, pending an explanation of their WMD programme. |

Message | I'd like to inform you that my party opposed the decision to re-arm and that it will immediately disarm again once a majority in support of disarmament is reached. We believe however that this embargo goes a little bit too far, we feel that Rutanian vessels should still have the right of innocent passage (so no military ships). The policy of Steve Armstrong and the RSDP has always been a pacifist policy, but apparantly the new Government is more aggressive. |

Message | Greetings Beluzia, We find this infringement of our rights to govern our nation how we see fit to be a gross mistake on your part as you have no right to interfere with the sovereignty of Rutania. We maintain a nuclear deterrant for precisely that reason, its a deterrant, we also hold a deterrant so that should a conflict arise between the Enralonian Empire and the Socialist Commonwealth of New Endralon then we would be able to defend ourselves should the conflict spread to more nations. The holding of nuclear weapons is the right every country has and it is their decision as to whether they want to hold one or not. Nuclear weapons have been proven to be one of the best ways at preventing a full scale war due to the threat of mutually assured destruction. We find your attempts to influence our national policy to be infringing our sovereignty as a nation and assure you that the arming of our nation with nuclear weapons is not an aggressive act but a defensive act, we are ensuring that no nation attacks us. We would fully support you if your nation wanted to maintain a nuclear arsenal as that is YOUR right as a nation to do so. With respects to the Chemical and Biological weapons act, that was to allow research into the area in many fields as under the old law it was banned so we allowed it. In that bill we specifically said "We reserve the right to store those weapons but that we would not do so. Our weapons pose no threat to your nation and we seek that you accept this. We are trying to come together on a use of WMD act that would restrict their use and require both parliamentary approval and HoS approval along with others possibly. We respectfully ask that you open up your waters to Rutanian vessels and not place any more restrictions on the trade of Rutania.
