This bill will establish shelters for UKL citizens, should an attack take place. Given the recently passed legislation limiting our use of nuclear weapons as a first strike weapon, it is imperative that we begin to defend ourselves peaceably. Building shelters throughout the nation, along with efforts by the National Space Program to defend our citizens, will help us all sleep better at night. |

Proposal[?] to change Civil defence is the government's policy on providing shelters to be used in the event of attacks on major cities, mainly nuclear attacks and bombing.
Old value:: Local authorities are responsible for building and maintaining shelters.
Current: No new buildings may be constructed unless they feature provisions for civil defence.
Proposed: The government builds and maintains a network of shelters across the nation.

Message | We also assumed that local governments could continue to build or maintain shelters. Certainly, private citizens and businesses have the ability to protect themselves; we saw this as an opportunity for those unable to afford or access shelters to have equal protection. We've spoken recently about the need to protect civilians in the case of nuclear attacks or bombings. This seemed like the perfect opportunity. The NDP also regrets putting this issue to a vote with limited time for debate, but the URP has forced us into this position by introducing a bill dealing with the same issue. The URP, unfortunately, doesn't seem to value discourse or the exchange of ideas as much as the New Democratic Party; they put their bill to a vote with no time for debate. |
