So, if there is a land owner seeking to construct lets suppose perhaps a filling station for petrol...he must bear the burden of Civil Defesne considerations?

MessagePresumably new buildings will require only the civil defence precautions which are required by the planning authorities. This legislation will not force people to build nuclear fall-out shelters underneath hot dog stands :-)
