MessageI wouldn't support this either. Keeping a low limit forces parties to think about the bills they propose, and makes the RP better. A slight inflation might be acceptable, like moving the allowance to 10 and the cap to 15. That's about as high as I would support.

MessageIf nothing else, these levels make more sense. Instead of receiving a new proposal every two months, you would get one every month and you will be able to store them up to make a few good comprehensive bills.
