Description[?]:

Even though the most recent bill was passed requiring citizens to carry ID cards at all times, I feel it is better for the civil rights of the citizens of Hobrazia for the carrying of ID cards to be optional. This does not abolish ID cards, it just returns the right to the citizen to decide. Forcing our citizens to carry ID cards violates our basic civil liberties. If they need the card for any reason, they will carry it as needed. A law requiring them to carry an ID card is unecessary.

MessageI voted yes on the last version of this bill (requiring citizens to carry ID's at all times) because I believed it would help pass my organ donation bill since the donar would have his wish of donar or non-donar on the ID card. But my bill failed so I feel it is best to return to previous law allowing the citizens the decision whether to carry a card and not the government.

MessageThough I expect to lose this, I maintain that citizens should carry thier ID cards with them at all times. As has been mentioned by the L-PU previously, should anything happen to any citizen their wishes on organ donation etc is contained on the card and so could prove problematic for identification and possible removal for the medical services.

MessageThat's what I was hoping for in my Organ Donation Bill. If the donar opted out of donation it would be on his card, then the law would be changed from "assuming consent" to permission from the donar to take their organs. I was hoping the mandatory ID card would negate the need for the government to assume consent. But the organ bill failed, so I think this bill is a decent compromise.

MessageIn the last bill I stated clearly that I did not agree with it being compulsory to carry the cards, whilst accepting that they are now a part of Hobrazian daily life. We fully support this bill.
