In order to allow competition in the market place, but also to maintain that all peoples within the Country can have access to telephone communication, the Government will impose regulations on the maximum cost of service (service being the cost of line rental) by nationalising the telephone lines. Private companies can then use these lines (by paying a surcharge to the Government) in order to provide the service connection.
