MessageI believe all crops should be privately raised. "Strategic Crops" is a rather vague term and mostly depends on different forces including domestic changes in policy/habits, foreign changes in policy/habits, etc. which results in a continuously changing "strategic crop". Private entities would also do a better job at raising crops than the government (simultaneously resulting in greater yields and more acres which opens up additional export possibilities), which would simultaneously free the government from the funds, personnel, and oversight required to maintain state farms.

MessageForgot to add- Some subsidies are allowed due to agriculture's dependence on the proper weather, and to ease the transition from a state-owned entity to a privately-owned entity.
