In order to lessen the ambiguity of the current legislation whereby, as it has been pointed out, the legislation does not take into account how much each student is aided and nor does it take into account the fact that differing students come from different backgrounds. This proposed system whereby means-testing is used does take this into account (no figures shall be used until the economy is up and running, for as stands the numbers will mean nothing). Moreover the tax payer does not lose out as the student repays this loan as they can afford it. |

A university education, sadly, is not a ticket to a lucrative job. Therefore we prefer scholarships to loans. The proposal also seems to reduce the total amount of government subsidy to the operating budget of universities, and this is not something we would wish to support. Certainly we have no objections to means testing, and a programme in which only the low-income students get scholarships, but the other elements seem to make this a roll-back to our education system. On balance, this is not a proposal that we would recommend to the government, although we are open to persuasion. |

IG: However it does mean, in comparison to the current Beluzian system, that an increased number of students will get their tuition fees paid for. This bill, it should be stressed, only covers tuition policy it doesn't cover anything else. |
