Message | the civil service should be impartial. It was how are Imperial family ran it's civil service and we see no reason why it could not apply to the civil service of the Kaiser. "Civil Servants are servants of the Crown. The civil service as such has no responsibility separate form the government of the day which it serves as a whole, that is to say, His Imperial Majesty's Ministers collectively. The duty of an individual civil servant is first and foremost to the minister of the Crown who is in charge of the department concerned. A change of ministers does not involve a change of staff." It is hard to replace thousands of senior civil servants every time a new government comes in and not only that a new intake will not have the experience of government of its predecessors. Using a permanence system civil servants rise up from the bottom based on ability and merit, rather than being flung in at the top due to factional loyalty. |
