| Recognising the increases in population since the last bill, which came into effect almost half a century ago, as well as the increasing demand for representation, let the number of Tribal Councillors increase accordingly. The number 401 is not divisible by three or two, and therefore there can be no ties. Normal legislation will require 201 votes; constitutional bills will require 268. |
