Description[?]:

That serious criminals (rapists, bank robbers, terrorists) where they are not sentenced to death under the most recent Death Penalty Act be confined to slavery for a set term of years. That prisoners of war be slave labourers until such time as a peace treaty is signed.

Provision is to be made for the humane treatment of slaves where physical hardship or corporal punishment not part of their sentence. War criminals are to be treated humanely where no provision or order is made otherwise in law.
