I do not believe the cause of morality is advanced by prosecuting people for homosexual acts. It makes lots of people vulnerable to blackmail, which is not good for a healthy moral climate at all.

As the Most Honourable Viceroy has said, a culture and climate of fear could be created through the threat of prosecution for entirely private acts. Though we most certainly disagree with open homosexuality the impracticalities of prosecuting what amounts to thoughts are many.
