MessageThis is a national security measure. We should know who foreign is visiting in the country. And no it's not discrimination because discrimination singles out specific groups. This singles out not Christians, Buddhists, Muslims, etc. It singles out any foreign visitor in the name of national security.

MessageIf it has no policy concerning them then they must go through what other people do. This is still religious discrimination because it does not single out scientists who teach evolution etc. It gives people spreading atheistic beliefs an advantage.
