| This bill is essentially a tidying up exercise which determines which level of government is best to deal with certain policy areas and whether or not there is a need for government involvement at all in certain policy areas. Essentially, the bill devolves power to local authorities where necessary and ensures a left-of-centre approach to dividing service delivery and administration between public and private sector. |
