This bill is essentially a tidying up exercise which determines which level of government is best to deal with certain policy areas and whether or not there is a need for government involvement at all in certain policy areas. Essentially, the bill devolves power to local authorities where necessary and ensures a left-of-centre approach to dividing service delivery and administration between public and private sector.

(1) NEITHER the National Government NOR the Local Goverment should confiscate or "regulate" the size of a citizen's land, farm, and private property.

(2) I STRONGLY support the funding and maintainance of public libraries to be left to local governments.

(3) Why should the State provide public housing DIRECTLY instead of the status quo? In other words, please elaborate on why and how the private and public sector partnership is not working?
