Message1. Criminals who have done great harm to another nation cannot seek refuge here, even if they are a Malivian citizen! It damages our international standing and makes us look bad if we do not hand him/er over. It could very well start wars if the criminal is that evil. Therefore, I propose a compromise - extradition to a fate of cruel and inhuman punishment is forbidden, but capital punishment extradition is allowed.
2. Illegal aliens take the jobs, and sometimes, even the homes of rightful citizens of the nation. If they want to become Malivian citizens that badly, then they would apply for nationalization and immigration.
3. Curfews should definitely be required during a state of emergency. For all we know, criminals, terrrorists, or enemy agents could run around at night doing what they do best, destroying our nation from the inside, during a war or major attack without breaking the law at all!
