MessageI have, repeatedly. Indeed, the reason the RDS' bills attract no debate is because they have heard the arguments many times before.

But for your benefit, I shall repeat:
*Too many nations with nukes
*MAD keeps us safe
*MAD requires nukes
*Thus to be safe we require nukes

There is a layer of safeguards over the top of that. Primarily (and traditionally), Baltusia only maintains the right to nuclear weapons but does not actually manufacture them until the Praetor and/or legislature orders their construction which, by law, can only come about after we have been attacked by a nuclear, chemical or biological weapon.
